Update on Employment Permit System Changes 2024

The Department of Enterprise, Trade and Employment announced quotas for the following occupations as of the 17th of January 2024.

There is now a quota of :

  • Butcher / boner of 350
  • Horticulture worker of 1000
  • Meat processing operative 1000

The labour market needs test will be required for these occupations.

Income thresholds are 30,000€ for meat processing operatives and horticulture worker.

The annual salary sum is 34,000€ for a butcher / boner.

As of the 26th of June 2023 the Minister of State for Business introduced the public consultation for review of the occupations list to cover the following service areas :

  • Agriculture/Food
  • Arts/Culture
  • Charity
  • Childcare
  •  Communications/Energy
  • Construction
  •  Disability
  • Finance
  •  Forestry
  • Health
  • ICT
  • Retail/Sales
  • Tourism/Hospitality
  • Transport

Stakeholders made many submissions as labour shortages for certain industry areas are prevalent.

In 2021 there were 21,000 employment permit applications this increased to approximately 38,000 in 2023.

The December 2023 outcome of the review of occupations lists for employment permits detailed occupations in critical short supply, occupations to be removed from the ineligible occupations without quotas and other occupations to be removed from the ineligible occupations list with quotas.

There are significant changes to works permits system to include minimum salary thresholds at the current time ie 2024.
