A person who is not an EEA/Swiss national who wishes to come to Ireland for longer than 3 months to reside with a family member can apply for permission vis a vis a join family visa application.

How to Apply for Family Reunification Ireland
Making a join family visa application is a joint enterprise between applicant and sponsor.
The sponsor is the family member person in Ireland of the visa applicant. The sponsor must have immigration status within the state.
The family member you intend to reside in Ireland must have an immigration status within the state, such as being an Irish Citizen or lawfully resident here on Stamp 4 or 5 for example.
The person you seek to reside with must be a qualified sponsor of an application for family reunification. The sponsor assumes responsibilities for the family member who comes to Ireland.
The applicant must provide evidence of the family relationship.
A long stay ‘D’ visa is for a time period longer than 90 days.

Evidence of finances for the applicant and sponsor must be provided with the application.
This could be the applicants and sponsors bank account statements for a 6 month period prior to the date of the application, a contract of employment, P60s, payslips etc.
It would be helpful if the applicant had medical travel insurance.

Proving the familial connection is imperative in such applications. Adopted children are treated the same way as other children in family reunification applications.
Decision
If an applicant is unsuccessful in their application then reasons will be furnished to them for the refusal. If an application is refused, the applicant only has a short timeframe to appeal.
