Scoping Inquiry Report – Religious Orders

Following an RTE broadcast the Minister for Education announced a Scoping Inquiry would be established which would investigate matters relating to historical abuse in schools run by religious orders to inform the government.

The number of allegations, schools details, religious orders are within the report.

The life impacts of the stories of the children now adults are profound.

The two models for statutory inquiries in Ireland derive from the Tribunals of Inquiry (under the Tribunal of Inquiry (Evidence) Acts 1921 to 2002), and Commissions of Investigation (under the Commissions of Investigation Act 2004).

The report made many recommendations but recommended a child protection in schools group be established by the Department of Education and consideration be given to a redress scheme for survivors.

The inquiry engaged the Association of Leaders of Missionaries and Religious of Ireland and contacted eighty one religious orders for the report inquiry.

Data was sought from the religious orders and the report noted the vast majority of religious orders and schools cooperated with the scoping inquiry to provide the sought information.

A statutory inquiry is an inquiry which must be established by way of legislative provision.

The report also details how other jurisdictions operated their own inquiries or commissions.
